In Virginia, we live in either counties or cities, they don't overlap. This system is a remnant from colonial times when leaders thought that cities and rural counties had differing needs and therefore should have different governments. 

Population estimates as of 2024:

City of Williamsburg population: 16,030

City of Poquoson population: 12,854

James City County population: 82,797

York County population: 71,410

County Government

Each county is governed by an elected Board of Supervisors. These Supervisors appoint a County Administrator who runs county operations on a daily basis.

City Government

Virgnia cities are governed by an elected city council and mayor. The city council appoints a City Manager who runs daily operations.
